Tihitihi Pa Development
Subdivision and Land Use consent for Wairoa greenfield conversion to 43-lots including 30 sections
SCOPE:
Our client was looking to meet growing demand for housing in Wairoa, a small regional town that had seen little investment or growth in the property market for many years. Working alongside Kainga Ora, the client developed a scheme to provide thirty houses to be sold to Kainga Ora and six vacant lots to be sold to private owners. The client wanted to achieve a high quality development, with homes that were fit for purpose to meet a range of occupiers, from couples to families, in an arrangement around an open space that would provide a welcoming amenity and safe residential environment.
PROCESS:
Facilitating a group of consultants including architects, developer, surveyor, engineer and contaminated soil specialist, Bay Planning worked with the client over many months to ensure budgets were met and communication across the development group was thorough in the lead up to the final design and submission of Resource Consent application. We provided advice on the planning process and identified issues to work through with the project team.

Hawke’s Bay Earth Movers
Resource Consent for Aggregate Processing
SCOPE:
Hawke’s Bay Earth Movers were looking to formalise their gravel processing activity at the end of Plantation Road, Onga Onga. This activity happens in conjunction with their gravel extraction and is the processing of materials on site to be transported around Hawke’s Bay.
The client needed to get Central Hawke’s Bay District Council consent for their activity and engaged us to prepare and submit the application.
PROCESS:
Working with the client to establish what they were doing on site and what their needs were, we contracted the services of an acoustic engineer and traffic engineer, preparing the application and submitting to Council and successfully obtaining resource consent. Through the process we established a strong working relationship with Heretaunga Tamatea Settlements Trust and local iwi representatives for on site consultation and approval by all parties of the application.

Resource Consent for GoMedia
Digital Billboard on Prebensen Road, Napier.
SCOPE:
Bay Planning was engaged to prepare the resource consent application and submit to Napier City Council, along with with liaising with NZTA Waka Kotahi for their approval of the project.
PROCESS:
Using our experience with similar projects in Auckland, we were able to prepare an application and successfully obtain resource consent. This was the first digital billboard in Napier City and a rewarding challenge to get something new across the line.

Property Use Conversion
Conversion of Retail Business to Visitor Accommodation, 66 Havelock Road.
SCOPE:
The owners of Wine Country Gifts next to the bridge leading out of Havelock North to Hastings wanted to convert retail business Wine Country Gifts into a boutique visitor lodge within the Plains Production Zone. To achieve this, we were engaged to apply to the Hastings District Council to cancel a consent notice and form a new resource consent application.
PROCESS:
Due to the complex nature of switching from an existing consent to a new one, this was a bespoke application where complex understanding of the local bylaws was required to ensure a successful outcome. We worked with the designer and client to finalise plans and provided advice to ensure design specs would be favourably looked upon by Council. Consultation with all parties, including neighbours, was crucial to a successful outcome.

French Street Development
Land subdivision and development of new units.
SCOPE:
To make the most of a large residential site, the developer at French Street in Hastings wanted to subdivide two lots into four and develop three new units, including a duplex of two one-bedroom units. The client’s priority was to maximise site yield while using strong design and landscaping to ensure an attractive residential environment in the heart of Hastings that was attractive to singles or couples.
PROCESS:
Working with a surveyor we helped the client develop a feasible design and progress this application through the Hastings District Council process for a successful resource consent. Our strategic experience helped overcome Council concerns around the capacity of wastewater infrastructure to ensure the project was approved.

Property Extension in Napier
Extension of dwelling on a cross-lease property on The Esplanade, Napier.
SCOPE:
To extend one dwelling and undertake alterations to another on the site, the client required a resource consent for a number of reasons, including a small height infringement and height in relation to boundary on two sides. Bay Planning was engaged to prepare the Resource Consent application and worked with the client to achieve consent from affected neighbours, which also required the consideration of a development on a cross-lease property.
PROCESS:
Due to the tight nature of the site and a design which resulted in a number of infringements on heights, outdoor living and parking, careful strategic planning was required to get this project over the line. We prepared the resource consent application, and a further s127 application (change of conditions) on the first consent. Bay Planning lodged all plans with Napier City Council and managed the process from start to finish to ensure a successful outcome.
Relocated Dwelling in Central Hawke’s Bay
Resource Consent to shift dwelling to rural property in Elsthorpe.
SCOPE:
Bay Planning was engaged to prepare and submit resource consent for a property relocation and manage the process with the Central Hawke’s Bay District Council.
PROCESS:
We have extensive experience ensuring consent for property relocations in Hawke’s Bay and this was a straight forward and successful outcome for our client, who successfully relocated a house from Auckland to Elsthorpe.
